| 摘 要： | 随着城市规模的增大和城市功能的增强,在城市生活中面临的突发事件应靠科学的方法预防处理.建立起城市安全应急指挥系统对整个城市重大危险源的安全监控,预测事故危险性;对事故预防和及时的应急处理提供决策支持.在事故发生时通过本系统能够赢得宝贵的时间,减少事故所带来的各种社会危害.用科学的手段防灾减灾,现代化技术手段进行城市重大事故的处理,保护国家公共财产、人民生命安全具有重大的意义.
