| 摘 要： | 气象部门新一轮业务技术体制改革提出了建立“多轨道、集约化、研究型、开放式”业务技术体制的总体目标,其中建设研究型业务是改革的重要内容之一。该文简要回顾了建设研究型业务的思想基础和政策脉络,利用类比归纳的方法分析了研究型业务的基本内涵,讨论了建设区域级研究型业务的主要任务,以期望为建设区域级研究型业务提供有益的参考。

| Abstract: | The new generation operation technology system reformation of the meteorological department put forward the overall goal that the operation technology system of the multi-orbit,the intensive,the research,open style should be established. The construction of the research operation is one of the important goals.This paper briefly reviewed the thought foundation and the policy vein on the construction of the research operation,and analyzed the basic connotation of the research operation by using the analogy induction method,and discussed the primary mission of constructing the regional research operation also. |
