| 摘 要： | 通过对创新型城市的概念与内涵的探讨,提出了创新型城市建设的基本内容和创新型城市建设的指标体系,在此基础上,通过对洛阳市情的全面和较深入的调查研究,以创新型洛阳建设为例,提出了创新型洛阳建设的总体框架、基本建构、功能联动和要素组合,并从创新型洛阳建设的战略目标出发,提出创新型洛阳建设的有关政策建议,并由此为建设创新型河南提供科学依据和启示. |
