区域经济合作机制在落实联合国SDG 14中的作用——以亚太经合组织为例

区域经济一体化框架是落实联合国2030年可持续发展目标(SDGs)的重要机制。关于保护和可持续利用海洋的SDG 14是国际社会共同关注的议题，也是全球范围内诸多区域多边合作进程的重要组成部分。文章以亚太经合组织(APEC)为例，通过梳理APEC海洋议题的主流化进程和实践特征，分析并展示APEC在落实SDG 14中的补充性作用和有益进展，进一步探讨其在实施SDG 14进程中面临的困境与挑战，并提出未来发展完善的对策建议，以期为区域层面更好地实现SDG 14提供参考和借鉴，为推动亚太区域海洋国际合作提供启示。

The Role of Regional Economic Cooperation Mechanism in the Implementation of UN SDG 14: The Case of APEC

The framework of regional economic integration is an important mechanism to implement the United Nations Sustainable Development Goals (SDGs) in 2030. SDG 14 on marine protection and sustainable use is a common concern of the international community, and it is also an important part of multilateral cooperation processes in many regions around the world. Taking the Asia-Pacific Economic Cooperation (APEC) as an example, this paper first combed the mainstream process and practical characteristics of APEC ocean issues, and then analyzed and demonstrated the complementary role and beneficial progress of APEC in the implementation of SDG 14. Further, it discussed the difficulties and challenges faced by APEC in the process of implementing SDG 14, and finally put forward some countermeasures and suggestions for future development, so as to provide reference for better implementation of SDG 14 at the regional level and provide inspiration for promoting international cooperation in the Asia-Pacific region.
