东北老工业基地改造的城市化困境与对策研究

东北老工业基地改造要通过走新型工业化道路，实现经济结构的系统优化与区域发展的全面振兴。城市化能够发挥对改造的拉动、支撑与承载作用。当前，东北地区城市化速度下降，动力不足，城镇体系不尽合理，资源型城镇转型的城市化支撑不足，众多老城区需要改造，农村城镇化滞后。未来要着力完善城市化动力机制，促进区域城市整合，培育城市群，促进大城市空间升级与老城区改造互动发展，发挥大城市对农村城市化的带动作用，统筹资源型城镇产业、就业、空间与环境建设。

Research of Urbanization Predicament and Countermeasure in the Rebuilding of Northeast Old Industrial Base

In the rebuilding of Northeast old industrial base,it is necessary to realize the systemic optimization of economic structure and all-around region renaissance by a new-type industrialization road.The urbanization can pull,sustain and bear the rebuilding.Nowadays,in Northeast China the urbanization's pulling function is weak for the descending pace of urbanization,urban system is unreasonable,many old districts need rebuilding,rural urbanization is lagged,urbanization supporting to the following industry of resources-based city is not sample.The article puts forward some countermeasures to the rebuild of Northeast old industrial base,such as perfect urbanization powers mechanism,advance the integration between urban and region by fostering the urban agglomeration,construct the industry,employment,space and environment unification of resources-based city,promote the interaction between spatial upgrading of big city and old districts rebuilding,develop the big city improving action to rural urbanization.
