| 摘 要： | 海洋是青岛的特色和优势。本文总结和分析了青岛海洋生态文明建设的做法，并对未来一个时期城市发展，特别是实施“环湾保护，拥湾发展”城市战略过程中，如何处理好海洋资源开发与保护、管理和利用的关系。实现优化海洋资源利用、保护海洋生态环境相统一，不断推进海洋生态文明建设提出了建议和思路。

| Abstract: | Ocean is a distinctive and prior resource in Qingdao. This paper makes summary and analysis of the practice of constructing marine ecological civilization in Qingdao and offers suggestions for the future development of the city. With the implementation of the city's strategy of "Protecting the bay and developing the city on the bay", the suggestions focus on between management & utilization, so as to establish the harmony between the optimal utilization of marine resource and marine ecological environment protection, and to consistently promote marine ecological civilization |
