| 摘 要： | 雨养农业中常常遭受水旱等自然灾害,尤其是旱灾造成粮食大幅度减产。本文以美国玉米带为例,介绍美国政府应对旱灾所采取的管理措施及利用金融工具进行旱灾风险转移的经验,这对于受同样问题困扰的我国东北地区农业发展具有借鉴作用,而且现实意义重大。

| Abstract: | Rainfeed agriculture is often exposed to the risks of flood and drought,especially,the economical loss caused by drought takes up more than 50 percent.This article takes American corn for grain as an example,introduces some advanced measures in drought risks management,such as government management for risk define and using financial methods to revert economic loss.Finally,the paper puts forward some suggestions for northeast China which is troubled by the same problems.It is significant for us to learn from them. |
