强化土地管理 促进工业化进程

湖南省土地管理事业经历了从无到有、日趋科学完善的发展过程，目前，全省土地使用制度基本实现了两个转变，但依然存在着土地资产国有意识不浓、观念转变不彻底、有偿使用率偏低、竞争机制不完善、利用结构不合理、土地使用效率低等诸多问题。为此，应采取根据地理环境特点划分土地利用功能区、合理配置土地、加大土地有偿使用力度、建立灵活多样的耕地保障体系等举措，为工业化提供经济支持，积极稳妥地推进工业化进程。

STRENGTHEN LAND MANAGEMENT AND BOOST INDUSTRIALIZATION

The land management in Hunan province has experienced from growing out of nothing to scientific perfectibility day by day. Now, the system of utilizing land basically bring about two changes in the province, but the concept of the land belonging to the nation is dim, the rate of paid using land is lower, mechanism of competition less is perfect, utilization structure illogical, and the efficiency of exploiting land is lower. Therefore, it should be implemented that plotting out function zone by means of geographic environment, rationally scheming land, enlarging the range of paid using land, establishing flexible and varied system of safeguarding plowland, affording economical support for industrialization, positively and reliably boosting industrialization.
