生态脆弱能源富集区循环经济发展对策——以甘肃省宁县为例

以循环经济理论为指导,在充分分析宁县产业发展现状的基础上,依托国家推行循环经济示范县行动,探讨了宁县在创建循环经济示范县过程中存在的生态脆弱、环境承载力不足、工业基础薄弱、基础设施落后等问题,并结合运用SWOT-PEST矩阵分析,根据规划目标,从循环型工业体系、循环型现代农业体系、服务业循环经济体系、创建示范建设平台等方面提出发展循环经济的对策建议。

Development strategies of circular economy in ecologically fragile and energy-rich areas: a case of Ning County in Gansu Province

Guided by the circular economy theory,based on the sufficient analysis of development status of Ning County industry,and combined with the national implementation of the circular economy demonstration county,this paper used the SWOT-PEST matrix analysis method to analyze the existing problems in Ning County in the process of creating circular economy demonstration county,such as ecologically fragile,insufficient environmental capacity,weak industrial base,poor infrastructure,etc. According to the planning objectives,this paper put forward suggestions on developing circular economy system from the points of improving circular industrial system,building circular modern agricultural system and circular service system,and creating demonstration construction platform. For industrial improvements,the county needs to accelerate the development of the high and new technology,speed the pace of advanced and suitable technology innovation,enhance the level of industry energy saving and comprehensive utilization of resources such as petrochemical,chemical,agricultural and sideline products processing,biological technology,building materials,plastic,etc,and eliminate backward production capacities that have high energy consumption,high water consumption and high pollution. Enterprises need to set up industrial water reuse system,so as to improve the level of industrial water use and wastewater treatment. For agriculture,agricultural water conservation is the key point. Meanwhile,the county needs to improve the utilization efficiency of agricultural resources and waste recycling rate as far as possible,so as to realize the high agricultural production efficiency and make the agricultural products harmless,green,organic. For logistics industry,the logistics transport parking lots should be perfected,and a large-scale logistics center should be set up to achieve a variety of modes of transportation. For tourism,the county needs to carry out strategies for rural tourism development and make tourism a new economic growth point. For demonstration platform construction, the county needs to build a circular energy chemical industry base,and reasonably adjust industrial park layout after scientific argumentation,so as to realize resources sharing and products exchange. Finally,based on the above suggestions on building multiple circular economy industrial chains,we put forward some relevant suggestions about promoting industry clean production and strengthening key enterprises to develop circular economy.
