摘    要:针对当前水行政执法管理的需求及系统现状,以面向对象的设计方法,恪守"高内聚、紧耦合"的设计原则,采用组件化、参数化、模式化、集成化等先进构造思想,充分利用Silverlight、WebGIS、工作流、数据库、规则库、物联网、GPS等技术,采用成熟的组件和模块,构建灵活、健壮、高效、稳定的水行政移动执法系统,为提升水行政执法效率和质量提供了有力的技术和平台支撑。

Abstract:According to the needs and situation of water administrative enforcement,designed with the object- oriented method,abiding by the principle of high cohesion and tight coupling,this paper adopts componentization、parameterization、integration and other advanced construction technology,making full use of Silverlight,WebGIS,workflow,database,rule library,EPC network and GPS,adopting mature components and modules,constructing a flexible,robust,efficient and stable mobile water administrative enforcement system,which makes a great technology and platform support to improve the efficiency of water administrative enforcement.
