广州市海珠区发展高新技术产业浅析

在城市发展的历史上， 城市职能处于不断的发展变化之中。近年来， 广州正面临着城市职能更新的重要时期， 海珠区的职能也处于变化的十字路口； 原有的工业职能正逐渐走向衰落， 新的城区职能应该如何定位？ 高新技术产业是全球的一种新兴产业， 其对城市发展的影响日益显著。文中从高新技术产业的概念和组织入手， 讨论了海珠区发展高新技术产业的意义和条件， 分析了海珠区在广州市高新技术产业发展中的分工， 并提出了相应的发展对策。

AN ANALYSIS ON DEVELOPMENT OF HIGH-TECH SECTORS INHAIZHU DISTRICT, GUABGZHOU CITY

With the rapid expansion of the urban land use in the last two decades, Haizhu District has gradually transformed from a fringe traditional industrial base into the southern center of the whole Guangzhou City. Haizhu District, in the course of this process, is facing with an important time to change its urban function. Developing high-tech sectors will meet the demands of district function refreshment, accelerate the local economic growth, and provide a new developing approach for the traditional industries within the area. Four main advantages of developing new high-tech sectors in the district were discussed, such as the good existing industrial basis, experience, many universities and research institutes, abundant land and good environment. To form a good division with the other districts in the whole city for the high-tech sectors, Haizhu district should focus its attention on both adopting high technology in the traditional industries and building a special producing base for some chosen high-tech products. Several suggestions about changing conception, formulating strategy, enhancing cooperation between firms and research institutes, etc, were submitted in the last section of the paper.
