Abstract:In recent years, overcapacity in Bering Sea and Aleutian Islands crab fisheries has resulted in a dangerous race for crab. This paper examines a unique management program developed by the North Pacific Fishery Management Council intended to alleviate these problems, while accommodating a variety of stakeholders dependent on the fisheries. The discussion concludes by identifying some of the most substantial hurdles that the program must overcome to succeed and some characteristics of the fisheries that contribute to the potential to overcome these obstacles.
