中国农村土地市场制度探析

通过对农村土地制度的考察与评价,提出未来农村土地市场制度改革的方向和措施。研究表明,当前我国农村土地管理制度结构中,政府的直接行政干预政策安排偏多,而土地市场运行的基础性制度安排与间接干预政策安排不足。因此,市场机制的不完善和政府制度激励的不足,导致现行制度难以保护好土地。今后,我国农村土地制度改革的方向是进一步完善市场运行的基础性和间接干预的制度安排,逐步减少政府直接干预的制度安排,将保护土地资源的手段从直接行政管制转向依靠市场和富有激励效应的制度上。

Analysis on Rural Land Market System in China

Through reviewing and evaluating the rural land system in China,this paper puts forward the direction and measures of rural land market system reform in the future.The research shows that,at present,in the institutional structure of rural land management,government's direct administrative intervention policies are too many,while the basic institution and indirectly interventions of land market run is lack.So,imperfection of market mechanism and lack of government motivation result in difficultly protecting land.In the future,the direction of rural land reform is to perfect the basic institution and indirectly interventions of land market run,step down the government directly interventions,and turn the government directly interventions into institutions such as depending on market and motivated effects in the land resources protection.
