塘坝工程在江淮丘陵区旱灾防治中的作用

摘    要:以江淮丘陵区的水资源状况、地形地貌及土壤特征、水利工程现状、种植结构和灌溉技术水平等主要影响因素为基础,具体分析了该区域干旱发生的原因。阐述了塘坝在灌区系统中对水库防洪灌溉的补充作用,以及在非灌区对拦蓄地表径流的重要意义。根据江淮丘陵区内的水利工程特别是塘坝运行现状,提出合理规划塘坝建设、加大塘坝扩挖整治力度和加强用水管理以增加可用水量,并依靠节水灌溉技术和调整种植结构措施以减少灌溉用水,从而改善江淮丘陵易旱区缺水状况。

The Function of Pond and Retaining Dam Engineering Structures in the Prevention and Alleviation of Drought in the Jianghuai Hilly Area

Abstract:An analysis of the mechanisms controlling drought in the Jianghuai hilly area was conducted.The analysis was based on five influencing factors,including water resource conditions,landform characteristics and physiognomy,the hydraulic engineering situation,vegetation structure,and irrigation technology levels.In addition to describing their primary function as runoff interceptors in irrigation-free areas,this paper briefly illustrates the supplementary function of pond and retaining dam engineering features as flood control and irrigation resources in melons-on-the vine irrigation systems.Based on the present hydraulic engineering situation,this paper proposes a strategy for increased pond and retaining dam construction,in order to achieve increased water supply and thus leading to less irrigation dependence on existing technologies,and fewer drought conditions in the Jianghuai hilly area.
