Both of the old and new versions of The Specifications for the First and Second Order Leveling(GB/T 12897-2006 and GB 12897-91)have imposed regulations on such links in building the first and second leveling network as layout principles, measured methods, precision index and technical requirements. These regulations were contrasted respectively to analysis the changes that had taken place in the new version compared with the old one. It was also illustrated that the release and implementation of the new Specifications would provide a new technical direction and support for the launch of leveling in the future.
