岷江上游水土流失及其防治

分析了岷江上游高山峡谷区的水土流失特征、危害、产生原因及发展趋势，当地水土保持工作中存在着一方治理多方破坏，边治理边破坏，破坏大于治理，管理监督机构不健全，法规不完善，政策不配套而又不稳定等问题。这些问题亟待上下共同来解决．

PREVENTION ANO CONTROL OF SOIL EROSION IN THE UPPER REACHES OF THE MINJIANG RIVER

The characteristics,harm fulness,cause and developing tendency of the soil erosion in thehigh mountain region of the upper reaches of the Mingiiang River were analysed. The preventionand control of soll erosion were brought up based on the followings:1. physical and soclallveconomical condition, as well as naturally ecological system; 2. the fact is that while part of adistrict was controlled,the rest were suffering destruction,and that ruining over is harnessing andthe former would be more than the latter;3. There are some problems such as unsound supervisoinagencies,imperfect law,and stipulation and unsteady policy etc.
