城镇地籍数据库快速升级方法研究

随着《地籍调查规程》的发布,以及集体土地所有权调查、村庄地籍调查等工作的开展,原有城镇地籍管理信息系统已经不能满足新的业务要求,如何在不影响日常土地登记工作的前提下对原有城镇地籍管理信息系统进行快速升级是区、县级地籍管理部门面临的问题。本文以江阴市城镇地籍管理信息系统升级为例,对ArcGIS Geodatabse格式的地籍数据库升级过程中的坐标转换、宗地统一编号、编码转换、图层整理等过程的快速处理方法进行了研究,并取得了较好的效果,对其他地方的城镇地籍管理信息系统升级具有一定的借鉴意义。

Research on Efficient Upgrading of Cadastral Database

With the issuing of Regulations for CadastraI Survey, as well as collective land ownership Survey and rural ca dastral survey, the old Cadastral Management Information System has been unable to meet new business requirements. how to upgrade old system in short time without affecting daily registration is a stuff for land registration department. In this paper, the upgrade processing of Jiangyin Cadastral Management Information system which vector format is ArcGIS Geodatabse was introduced, the efficient processing method of coordinate conversion, unified parcel numbering, feature encoding conversion and layer process were studied and obtained good results, those method is good for other places.
