摘    要:论述了遥感影像提取震害的研究进展 ,提出了基于GIS和数字图像处理技术的震害遥感快速提取与损失评估的技术途径。在此基础上 ,介绍了巴楚—伽师地震的航空与卫星遥感资料的获取、图像数字处理与震害提取过程 ;描述了地震造成的建筑物震害与地质灾害的遥感图像特征 ;根据以往震害遥感影像统计经验与本次地震震害遥感特征 ,提出了遥感震害分级分类标准和地震烈度划分标准 ,进而得到基于震害遥感影像的伽师地震等震线图。文中对所得到的地震烈度与地面实际调查结果进行了比较。通过遥感信息源空间分辨率要求与信息获取与处理的时效性分析 ,认为我国利用航空遥感与卫星遥感资料获取地震灾情信息已进入实用阶段

Abstract:The progress in the study of earthquake damage extraction from remote sensing imagery is discussed in the paper. The method of fast extraction of earthquake damage and assessment of disasters from remote sensing imagery based on GIS and digital image processing techniques are put forward. Then the acquisition of airborne and satellite remote sensing data, digital image processing and the extraction of earthquake damage of Bachu-Jiashi Earthquake with M_s=6.8 occurred in Xinjiang Autonomous Region on Feb. 24, 2003 are introduced. The image characteristic of building damage and geological disasters caused by earthquake are described. The criteria of earthquake damage levels of various object classes and their combination in different seismic intensity are put forward according to the statistical experience of damage interpretation practices of historical earthquakes and the damage characteristics from imagery of Bachu-Jiashi earthquake. The isoseismic map based on the remote sensing imagery can then be obtained according to the criteria. The paper makes a comparison between the intensities and the on-site investigation results. The authors suggest that the practical acquisition of earthquake disaster information via airborne and satellite remote sensing is available now in China.
