The Development and Evolution of Marine Fisheries Management Philosophy

As one of the public resources, the marine fisheries resources is non-exclusive and competitive.The dilemma of the tragedy of the Commons encounters strong temptation of free-riding, resulting in excessive utilization and depletion of resources. How to make marine fishery resources management effectively is the key to maintain the sustainable development of marine fisheries. This paper mainly introduces the evolution of the fishery management philosophy, analyzes government centralization, rights,community, ecosystem-based fisheries management philosophy and their advantages and disadvantages. On that basis, and discusses future development trends of marine fishery resources management and then expounds the inspiration to China＇s marine fisheries management.
