| Abstract: | On the basis of summarizing the experience on forestry planning, the author argues the key questions forestry planning that planners should pay attention, and also suggests a set of working procedure, method and experience of participatory planning which are suitable for the restoration of protection forest This includes:(1)composition of a planning team;(2)identification of key problems;(3)analysis of the problems and selection of strategies;(4)participatory planning;(5)analysis of data and formulation of planning report The paper concludes that the direct motivation, behavior and attitude, and the ability of the planners of the planning institutes are the key factors which limit the application of participatory planning, and suggests solutions to these factors |
