| 摘 要： | 随着城市基础设施建设的日新月异，土地权属的变更日益频繁，凸显出地籍信息系统动态数据库建设的重要性。本文阐述了成都市地籍数据库要素类的设计理论，以及基于ArcGIS的二次开发插件进行后台数据库维护、前端WEBGIS数据库的框架设计方法，开发成都市主城区地籍数据库，建成地籍调查动态服务系统。该系统的建成极大地提高了地籍数据的管理效率，从技术层面上保证了土地登记的正确性和权威性。
