落后山区旅游资源二次开发探讨--以宝晶宫风景区为例

广东省英德市宝晶宫风景区有着得天独厚的自然资源和浓郁的道教文化遗迹。在90年代中期曾经接待了大量游客，但由于投融机制、资源吸引度、管理体制、交通、基础设施的制约，使得该景区目前出现停滞不前的局面，为此，在进行旅游资源二次开发时，从树立建设综合旅游开发区的观念、注重景区文化品味、加强管理创新和体制优化、重点培育特色产品、加强人才队伍建设等几个方面考虑可能将有利于景区的快速发展。

ON THE RE-EXPLOITATION OF TOURIST RESOURCES IN BACKWARD MOUNTAINOUS AREAS TAKING BAOJINGGONG SCENIC SPOTS AS AN EXAMPLE

Baojinggong Scenic Spots, located in Yingde City, Guangdong Province, are richly endowed with natural resources and strong, ancient Taoist cultural remains. In the mid-1990s, large numbers of tourists were once received there. But there has been at a standstill recently due to the restricted conditions of investment system, resources attraction, management system, transportation and projects for basic facilities. For this reason, the following aspects for re-exploiting the tourist resources should be considered, i.e., fostering the sense of establishing a unified tourist development zone, attaching importance to the scenic cultural taste, strengthening and optimizing the management system, stressing the development of peculiar products, reinforcing the personnel ranks construction, all of which are probably beneficial to the fast development of the scenic spots.
