IHO《S-121海洋界限和边界产品规范》研究

S-121标准是基于IHO S-100标准建立的关于海洋界限和边界的产品规范,发布官方S-121产品是维护国家海洋权益的有效手段。为促进我国官方S-121产品的生产,从数据结构、几何模型、应用模式、要素目录、编码等方面分析了S-121的数据模型,介绍了S-121产品国际生产试验的主要内容和数据处理流程,论证了在我国开展官方S-121产品生产的必要性和可行性。通过分析S-121标准的局限性和国内能力建设情况,总结出了在我国开展S-121产品生产会遇到的主要问题,并提出了相关建议。该研究成果可为我国开展官方S-121产品生产提供重要参考。

Research on IHO S-121 maritime limits and boundaries product specification

S-121 standard is the IHO product specification on maritime limits and boundaries based on IHO S-100 standard,and official S-121 product is an effective tool to safeguard national marine rights and interests.In order to promote the production of Chinese official S-121 product,this paper analyzes the data structure,geometry model,application schema,feature catalogue and encoding of S-121,provides information on the international maritime limits and boundaries pilot,and demonstrates the necessity and feasibility of compiling official S-121 products in China.By analyzing the limitations of S-121 standard and domestic capacity building,this paper summarizes the possible problems encountered in the production within China,and puts forward relevant suggestions.This paper is able to provide important references for the production of Chinese official S-121 dataset.
