中俄科技合作可持续发展对策思路研究

中俄科技合作的拓展和深化符合两国共同利益,两国在科技发展方面的互补性为科技合作奠定了良好基础。新世纪以来,中俄科技合作日趋活跃、合作领域不断拓展、合作交流规模不断扩大、合作程度日益深化,形式和层次向更高水平发展,对促进两国外交关系发展发挥了重要作用,但与两国不断提升的政治关系还很不相称。进一步加强和深化中俄科技合作,一要提高对俄科技合作的定位和认识,制定对俄科技合作的中长期发展战略规划,将中俄科技合作作为我国深化对外开放、提升国际影响力的重要方面。二要加强对俄科技合作的投入和扶持,建立多元化投入渠道,形成中央投入、地方配套和社会资金集成使用的多渠道科技合作投入体系。三要完善中俄科技合作中介服务体系,强化信息服务、加强知识产权服务,大力发展国际化专利服务,引导、鼓励和扶持高校、科研院所深入开展中俄科技合作战略与政策研究,加强中俄科技合作工作宣传展示,扩大影响,形成示范效应。四要强化中俄科技合作专业人才培养,造就一批既懂科学技术,又熟悉经营管理和国际惯例、了解世界市场动向、掌握本专业知识和贸易以及俄语的高级技术和管理人才。

The Sustainable Development Countermeasures to Science and Technology Cooperation between China and Russia

The expanding and deepening of S＆T cooperation between China andRussia conforms to the common interests of the two countries, bilateral complementarityin scientific and technological development has laid a good foundationfor cooperation in science and technology. Since the new century, theS＆T cooperation between China and Russia has become increasingly active andplays an important role in promoting the development of diplomatic relationsbetween the two countries, but can not match the two countries’rising politi-cal relationship. To further strengthen and deepen S＆T cooperation between China and Russia, there are some Countermeasures. First, improve the S＆T cooperation’s position and recognition, formulate an long-term development strategy planning of the S＆T cooperation between China and Russia. Second, strengthen input and support to S＆T cooperation between China and Russia.Third, Improve intermediary service system of S＆T cooperation between China and Russia. The last is to strengthen professional personnel training.
