海洋环境装备体系建设现状及发展策略

海洋环境是由多种海洋要素构成的综合体,是国家重要的战略资源。海洋环境装备是获取、处理与应用各类海洋环境信息的工具与基础。介绍了海洋环境的主要构成要素,建立了海洋环境装备体系架构,分析了体系建设现状与问题差距,针对装备建设从需求牵引、体系规划、技术驱动、夯实基础、突出质量等方面提出了措施建议。

The Constructional Status and Strategies on the Equipmental Systems of Marine Environment

Marine environment,composed of various kinds of marine elements,is of great importance in strategic resource for a country.Marine environment equipments are tools and foundation for acquiring,processing and applying different kinds of marine environment information.In this paper,main components of the marine environment are introduced.The equipmental systems architecture of marine environment is proposed.Construction status and gaps of the systems are analyzed.At last,a few measures and suggestions are put forward on the demand leading,system planning,technology driving,foundation reinforcing,quality assuring and other aspects in regards of equipment construction.
