西北干旱区的可持续发展及信息调控

我国西北干旱区是国家下世纪开发的重点区域。本文对西北干旱区可持续发展的问题与特点进行了分析，认为许多问题具有明显的空间分异特征；同时，论述了信息调控的必要性和ＧＩＳ和ＳＤＳＳ方法在区域可持续发展信息调控中的作用。

ON THE SUSTAINABLE DEVELOPMENT AND ITS INFORMATION REGULATING IN THE ARID LAND OF NORTHWESTERN CHINA

The arid land of the northwestern China will be the major area for the national devel-opment in the next century. But the present level of the economics and social developmentin the area is lower than other parts of China. The main problems are: (1)the advantagesof the natural resources is evident, but it is not transformed into economic advantages;(2)the environment is becoming worse and the contradiction between human and the na-ture is becoming sharper ; (3) the economic developing slowly and more and more lag be-hind the eastern part of China; (4) the population increasing is too quick and the social de-velopment is relative slower.For the national regulation , the information regulating is play an important role. Theinformation regulation includes the management of the information, the analysis to the in-formation and finally to make the decisions for regional sustainable development accordingto the information systematic analysis.From the analysis it is found that many problems related sustainable development arecharacterized by their spatial nature, for example; the environmental problems arose onthe similar spatial position, the exploit of the natural resources shows spatial different,the population distributes spatial regularly, and the development of the economics and so-ciety are spatial unbalanced. Therefor GIS is a good tool to the information regulation forthe regional sustainable development. In the practical application, SDSS based on the GISis more useful for the policy makers.
