| 摘 要： | 旅游开发的外部不经济性严重制约了旅游业的可持续发展，消除旅游开发中的外部性是构建可持续旅游的关键。旅游开发的外部性源于开发者的有限理性、旅游资源环境产权结构的低效以及旅游管理制度所包含的激励机制不足等原因，旅游开发外部性的内化可以从旅游开发理念的创新、政府干预以及旅游管理体制创新等几个方面进行。

| Abstract: | The sustainable tourism development has been restricted by the externality of tourist exploitations. So the externality should be internalized. Because the externality originating from the definite rationality of tourist exploiter, the insufficient structure of property right on tourism and the shortage of incentive mechanism of tourism management system, so the externality should be internalized in the following ways: the innovation of exploitation concept, government intervention and the innovation of tourism management system. |
