国土网络化管理审批模式及系统实现技术

通过对国土资源管理业务特性的分析和抽取,本文提出了建立“外部交换平台”的核心技术, 给出了相应的解决方案。在外部交换平台的逻辑架构基础上,阐述了三级审批系统的设计与实现,论证了基于外部交换技术的网络化管理审批模式实现的可行性和高效性。

Examination and Approval Model of Network-based Land and Resources Management and Its Realization

The key technology of the "Golden Land Project" is how to form a network-based land and resources management model. This technology has raised new requirements to the informatization works of all levels of land and resources administration. Through analyzing the characteristics of land and resources administration, this paper introduces the key technology for building an "exterior exchange platform" and puts forward corresponding solutions. Based on the logical framework of the exterior exchange platform this paper explains the design and realization of the provincial, municipal and county level's examination and approval system, and discusses its feasibility and effectiveness.
