| 摘 要： | 笔者从从事地震基金课题管理的实际工作体会中，提出在基层科研单位设立基金课题项目管理员的建议，具体论述了必要性和可能性，对于项目管理员的职责及其与项目主任的关系也作了具体阐述，最后出了给基金会二级管理的模式框图。

| Abstract: | According to my practical experience in managing the project of seismic fund, a suggestion about establishing the system of administrative personnel in fund project at the basic scientific unit is put out, and its necessity and possibility are also discussed in this paper . The relations between duty of the administrative personnel in fund project and the project director is also expounded concretely. The model of double management in fundation is given out at the last in this paper. |
