河南省区域创新体系建设研究

区域创新体系是国家创新体系的重要组成部分,是科技体制改革目标和科技政策的基本导向,建立符合本地区价值观念、制度框架、地域文化、产业特色的区域创新体系,可有力地推动新技术的产生和利用。文章从社会主义市场经济建设、国际经济一体化发展、科技体制改革、区域竞争力提升等方面论述了河南省区域创新体系建设的必要性,又从组织结构、功能结构、技术结构、地域结构等方面提出了构建全省区域创新体系的基本框架以及对策措施。

A Study on Establishing Regional Innovation System

Regional innovation system(RIS) is important part of national innovation. It is the basic guideline of science system reform object and science policy. Establishing the RIS that meets local value concept, institution frame, regional culture and industry characteristics can drive the creation and utilization of new technology. The paper discussed the necessity of establishing RIS in Henan from many aspects such as establishing socialist market economy, the development of international economy integration, science system reform and improving regional competitiveness. It put forward the basic frame and countermeasure of establishing RIS in Henan from some aspects such as organization structure, function structure, technology structure and area structure.
