黑龙江省地理国情普查支撑体系研究

开展地理国情普查，是党中央、国务院在新时期对测绘地理信息工作提出的新要求，是时代赋予测绘地理信息部门的新职责。黑龙江省的黑龙江省地理国情普查工作，不仅是地理国情普查重要组成部分，而且对于落实科学发展观，促进“八大经济区”和“十大工程”建设，积极推进实施省域主体功能区规划战略，为各级政府决策管理提供重要参考手段，本文从管理机构、资金投入体制、复合型人才队伍建设、共享机制等方面入手，构建黑龙江省地理国情普查强有力的支撑体系，实现地理省情信息对政府、企业和公众的智能化服务，为全省战略规划制定、空间规划管理、区域政策制定、灾害预警和科学研究等提供有力保障。

Research on the Support System of Heilongjiang Province Geographical Situation Monitoring
