摘    要:开展地理国情普查,是党中央、国务院在新时期对测绘地理信息工作提出的新要求,是时代赋予测绘地理信息部门的新职责。黑龙江省的黑龙江省地理国情普查工作,不仅是地理国情普查重要组成部分,而且对于落实科学发展观,促进“八大经济区”和“十大工程”建设,积极推进实施省域主体功能区规划战略,为各级政府决策管理提供重要参考手段,本文从管理机构、资金投入体制、复合型人才队伍建设、共享机制等方面入手,构建黑龙江省地理国情普查强有力的支撑体系,实现地理省情信息对政府、企业和公众的智能化服务,为全省战略规划制定、空间规划管理、区域政策制定、灾害预警和科学研究等提供有力保障。

Research on the Support System of Heilongjiang Province Geographical Situation Monitoring

Abstract:Development of geographic condition monitoring is new requirement to the Party Central Committee and the State Council, for surveying and mapping geographic information work in the new period, is the new duty endowed Department of Surveying and map- ping geographic information. The geographical situation of monitoring work in Heilongjiang Province, is not only an important part of the geographical condition monitoring, and for implementing the scientific outlook on development, promote the " eight economic zones" and "Ten Project" construction, actively promote the implementation of the provincial planning of the main functional areas strategy, provides the important reference means for all levels of government decision management, from the perspective of manage- ment institutions, funding system, the construction of talents team, sharing mechanism, construction of supporting system of Hei- longjiang province geographical situation monitoring strong, realize the geographical situation of information for the government, enter- prises and the public intelligence service, and provide a powerful guarantee for the formulation of strategic planning, space planning management, regional policy, disaster warning and science research etc.
