| 摘 要： | 国家必须有统一的时间标准和时间服务技术质量保障体系。加入WTO后,“建立我国国家时间标准,制定时间标准传递、服务技术规范,完善发展国家授时体系”这项工作就更为迫切需要。阐述时间服务工作规范化、标准化的意义和任务,并就技术规范的范围和内容以及与国际、国内相关法律、法规、强制性技术标准的协调问题进行探讨。

| Abstract: | A guarantee system for unified time standard and qualified time service technique is essential for an independent country. Establishing the national time standard, working out the technical specifications for standard time transmitting and service, and perfecting the national time service system are urgently needed in China after joining WTO. The task of time service standardization and its significance are introduced. The content of technical specification and the coordination with related national and international rules and standards are discussed in this paper. |
