国外可接受风险标准研究综述

可接受风险是灾害风险研究的一个重要方面,而我国学者对该领域一直没有开展具体的研究工作。总结了英国、荷兰、澳大利亚等国在可接受风险研究的相关成果,重点探讨了各国的可接受风险标准,发现其可接受风险的原则基本相同,可接受风险的标准比较相似,对生命风险的重视程度最高,还没有国际公认和统一的可接受风险标准。建议在原有灾害风险研究的基础上,可以根据各种自然灾害类型的年均死亡率制定我国的灾害可接受风险标准,从而完善灾害风险管理过程,为风险决策提供切实可行的依据。

Overviews on Foreign Acceptable Risk Criteria

Acceptable risk is one of the important researches on disaster risk,while the scolars in China have not carried out specific work on it. This paper summarized the acceptable risk researches of England,the Netherlands and Australia,of which the focus was on the acceptable risk criteria. It finds out that the acce es o cord ters for the principles and criteria of acceptable risk are basically the same,and life risk is on the highest level of importance,but there is no criteria pted internationally. It recommends that on the basis of previous researchn disaster risk,we should set acceptable risk criteria of disasters acing to average annual mortality rate of various types of natural disas,in order to make risk management process perfect and provide the basis practical.
