Perspectives and challenges for future telescopes

At the celebration of 400 years of telescopic observations, it is appropriate to consider future ground-based facilities enabled by continuing technological developments, and driven by astronomical questions which are amongst the most fundamental in science and are of enormous interest to the general public.
