摘    要:以渭河水质达标为目的,从一维河流单种污染物的水质控制问题出发,并以合作治理污染的思想为指导,在充分考虑各污染源对水环境自然容量资源竞争的意识下,以协同控制理论模型为基础,计算出渭河咸阳段各个污染源的排污量,这比简单地要求各污染源达标排放更加合理,对各污染源也更加公平,也能容易地被排污企业和单位所接受,同时也具有实际意义。

Abstract:In order to make the water quality of the Weihe River on the supervisory reach meet the standards of the government, an one-dimension model of water pollution synergetic control has been established and sewage discharge quantity in each pollution source are calculated based on the guiding ideology of cooperative pollution control and sufficiently considering competitive consciousness of every pollution source about the resource of water environmental nature capacity, which is more rational for the enterprises of sewage discharge and has important realistic meaning.
