张家口区域生态环境治理失效因素分析

在对张家口地区生态治理实践进行简要回顾的基础上,系统分析了影响张家口区域生态环境治理效果的各个因素:风沙和干旱灾害的多发性、生态环境的脆弱性是其客观自然因素;经济落后所造成的贫困压力是其主要经济原因;城市化水平低、人口压力大是其社会因素;技术路线选择错误、区域生态系统功能定位不准是其重要人为因素;生态治理按行政区实施的行政管理体制与京张区域生态功能一体化的冲突是其体制因素.认为,生态区和行政区的分离,生态利益主体与治理主体的错位是当前张家口生态环境难以有效治理的关键问题,目前的行政区划已经对该区域生态治理构成了刚性约束.

ANALYSIS OF FAILURE FACTORS OF GOVERNING ECOLOGICAL ENVIRONMENT IN ZHANGJIAKOU REGION

It is based on reviewing the practice of governing ecological environment in Zhangjiakou region and an- alyzes every factor which inflences the result of it. Multiple sandstorms and drought and the fragile ecological en- vironment are its objective natural factors; The pressure of poverty caused by backward in economic society is its main economical reason; The low urbanized level and the high population pressure are its main social factors; The mistaken selection for the technological way and unsuitable regional eco-system function are its important human factors; The conflict between ecological government conducted by administrative zone and integration of ecological function of Beijing and Zhangjiakou region are its institutional factors; The separation of ecological and the admin- istrative zone, the main part of dislocation between ecological benefit and the government are the key ptoblem which makes Zhangjiakou ecological environment difficult to govern, while the present administrative division has already constituted the rigid restraint to this regional ecological government.
