| Abstract: | Firstly, four important problems of the surge prevention and disaster reduction have been studied in this paper: (1) Historical records and historical investigation of the surge disasters. (2) PMSS. (3) Scheduled program of the surge prevention and disaster reduction. (4) New situation, new condition of surge disaster, new problems. At last, four suggestions have been produced in this paper. |
