区域空间功能分区的目标、进展与方法

本文主要回顾了我国功能区划的发展历程,指出已有区划在解决新问题时存在的不足。提出进行以可持续发展为目标的区域空间功能分区,其目标是充分协调利用和保护区域空间多功能性即其社会功能、经济功能、生态环境功能等。区域空间功能分区分为三个步骤:针对不同地区关键领域的功能识别与确定、区域空间功能发展目标导向确定和区域空间发展工具确定。区域空间具有多项功能,区域多种功能的识别和定量以及主体功能的选择可采用区域空间功能函数群方法,区域空间功能分区的整个流程可用决策树方法将区域空间功能分区结果表达在空间上形成一系列主题功能区图谱。
