缓解南四湖水资源供需矛盾的建议

南四湖蓄水兴利取得了巨大效益,改变了多灾低产的历史面貌。这是正确执行“蓄泄兼筹”这一治淮方针的结果。当前,水资源紧缺,供需矛盾突出,但当地水资源还未能充分蓄存利用。在作好渔湖民安置的基础上,抬高下级湖蓄水位,以“下”补“上”,合理分配,是缓解苏鲁两省用水矛盾,团结治水,打开东调南下工程僵局。促进南水北调工程实施的一项重要措施。

A SUGGESTION TO THE RELAXATION OF THE CONTRADICTORY ABOUT THE WATER RESOURCE SUPPLY AND DEMAND OF THE NANSI LAKE

The water retaining of the Nansi lake has produced significant efficiency and changed its appearance of multidisaster and low production. This resulted from the achievement of the direction of harnessing the Huaihe rever by giving consideration to both flood retaining and discharge. At present, while the water resource is rather deficient and the contradictory about supply and demand is significant, the local water resource is yet not stored and used sufficiently. Based on the better arrangement of the fishery and lake population, by rising the water retaining level of the lower grade lakes to supplement the upper lakes, reasonable distribution is an important measure for relaxing the contradictory of the water utilization between both of the provinces of Jiangsu and Shandong, uniting people in water control, breaking the deadlock of the eastward transfer and southward outlet engineering project as well as promoting the realization of transfering the southern water to the north.
