Abstract: | The application of an international interim regime for the ocean floor prior to the entry into force of a Law of the Sea Convention would enable timely exploitation of deep sea resources and would help towards the settlement of divergent opinions. The telecommunications organizations Intelsat and Inmarsat provide examples of how this may be successfully achieved. |
