摘    要:合理开发利用陆地淡水资源是保证社会经济可持续发展的重要条件。大气水资源决定了地表和地下水资源的数量与质量。我国大气水资源存在着明显的空间分布差异和时间变化特征,其年代以上时间尺度的变化尤其引人注目。开展系统的大气水资源普查和区划、监测和预测大气水资源的多尺度变化、加强相关组织和机构建设,可以为水资源规划和管理提供有力支持,促进社会经济可持续发展。

Abstract:Rational use of terrestrial water resource can guarantee the sustainable development of regional society and economy. The quality and quantity of terrestrial water resource are in large extent determined by atmospheric water resource, which consists of atmospheric moisture, clouds, fog and atmospheric precipitation. Evident spatial-temporal variation exists in atmospheric water resource, and the decadal and centennial change of atmospheric water resource is attracting more attention from scientific community. In order to provide sufficient support for regional planning and management of water resource, climatologists should focus more on investigation of atmospheric water resource, monitoring and prediction of atmospheric water resource and invention of institutions in the coming decade.
