Foote;has an A.B. in geology from Hope College and an M.S. in geology from the University of Illinois at Urbana-Champaign. He is a registered geologist in California and is a principal geologist with Geomatrix Consultants Inc. (2101 Webster Street, 12th Floor, Oakland, CA 94612; 663–4260;fax 663–4141;). Foote's professional experience includes petroleum hydrocarbon exploration and development geology, hydrogeology, and environmental site characterization and remediation. He currently serves on the editorial review board for Ground Water Monitoring &Remediation.
