美国与欧盟的碳减排方案分析及中国的应对策略

我国在全球的碳减排上将面临越来越大的压力。当前的碳减排方案,可以分为"以美国为代表的伞形国家集团"、"欧盟"、"七十七国集团加中国"三大集团。各个集团出台不同的碳减排方案。深入分析美国与欧盟的碳减排方案,有利于我国制定更为科学的碳减排方案。研究结果表明,尽管美国与欧盟的碳减排方案存在差异,但是可以发现它们的碳减排方案都是基于促进本国经济发展的考虑,都是一种国家利益的考量。因此,在未来的碳减排上,我国应该秉承将碳减排与经济发展挂钩的基本策略;此外,尚需要进行一些国际谈判的策略选择。

Analysis of Carbon Emission Reduction Plans of US and EU & Coping Strategies of China

China would face more and more pressures on global carbon emission reduction.Now,there are three plans on carbon emission reduction,which are umbrella group represented by US,EU,77 countries group and China.Based on analysis of the carbon emission reduction plans of US and EU,we can develop a more scientific program of carbon reduction for China.The results show that both of them are to develop their economy and protect their country’s benefit.In the future,on the one hand,China should integrate carbon emission reduction and economy,on the other hand,should develop some international negotiation strategies.
