| 摘 要： | 区域统筹发展是构建和谐社会的需要,是实现区域一体化发展的重要战略。2004年以后我国全面进入区域统筹发展阶段。经过几年来的实践,区域统筹政策效果如何,需要检验。借助基尼系数的产业结构分解法和泰尔系数的嵌套结构分解法,从产业结构和空间结构层面对2000—2009年我国区域经济差异进行分解。通过两种结构分解的实证检验证明,我国区域统筹政策是有效的。2004年以前,区域间基尼系数和泰尔系数是波动的,之后两者一直是减小的。从产业结构层面分析,第二产业是导致区域经济差异及其变动的最主要因素,第三产业次之,且三产的贡献率呈逐年上升趋势。从空间结构层面分析,地带间经济差异是首要因素,但其呈缩小趋势,而地带内差异呈上升趋势。最后提出了区域统筹政策要坚定不移地实施和深入推进的两点建议。
