| Abstract: | Merging earthquake prediction and earthquake resistant decision into dynamic organic whole from mechanism,improvement of prediction accuracy and reduction of decision risk are deeply approached and the operation system with practicality is set up to make the countermeasures of earthquake preparedness on more scientific basis and provide governments and command departments in different levels on probation. |
