The policy framework claiming to support Indigenous people in remote parts of Australia is in disarray with Commonwealth, state and territory governments proposing closure of remote communities on a range of economic and social policy grounds, but facing significant criticism on economic, environmental, social and cultural grounds. Western Australia's proposal to close 150 remote communities, announced in late-2014, is reviewed and found to reveal a profound failure of geographical literacy. 相似文献

Numerous domestic scholars have argued that a remote location is the major factor preventing the transformation and sustainable development of resource-exhausted cities. Research to date, however, has not presented relevant evidence to support this hypothesis or explained how to identify the concept of ‘remoteness’. Resource-exhausted cities designated by the State Council of China were examined in this study alongside the provincial capital cities that contain such entities and three regional central cities that are closely connected to this phenomenon: Beijing, Shanghai, and Guangzhou. Spatial and temporal distances are used to calculate and evaluate the location remoteness degrees (LRDs) of resource-exhausted cities, in terms of both resource types and regions. The results indicate that resource-exhausted cities are indeed remote from the overall samples. Based on spatial distances, the LRDs are α1 = 1.36 (i.e., distance to provincial capital city) and β1 = 1.14 (i.e., distance to regional central city), but when based on temporal distances, α2 = 2.02 (i.e., distance to provincial capital city) and β2 = 1.44 (i.e., distance to regional central city). Clear differences are found in the LRDs between different regions and resource types, with those in western China and forest industrial cities the most obviously remote. Finally, the numbers of very remote resource-exhausted cities based on spatial and temporal distances (i.e., α > 1.5 ∩ β > 1.5) are 14 and 19, respectively, encompassing 17.9% and 24.4% of the total sampled. Similarly, 25 and 30 not remote resource-exhausted cities based on spatial and temporal distances (i.e., α ≤1.0 ∩ β ≤ 1.0) encompass 32.1% and 38.5% of the total, respectively. ABSTRACTThe establishment of the National Key Centre for Social Applications of Geographical Information Systems (GIS) in 1995, under the directorship of Professor Graeme Hugo, was a turning point in the use of GIS in Australia. The field of GIS, previously dominated by environmental applications, now broadened its focus to include populations, services and the interactions between people and the environment. Social applications of GIS offered a unique opportunity to make service planning, reporting, funding allocations and research both smarter and fairer. Geography and geographic relationships as implemented in GIS became the integrating platform for social spatial information, invigorating social research, planning and policy. A key strength of this approach, recognised by Professor Hugo, was the ability to ‘put people back into the planning process’. Further to being an integrating platform, GIS also offered the ability to generate new information and knowledge, which could facilitate evidence-based decision making. This paper focuses in particular on providing a written record of the development of the Accessibility/Remoteness Index of Australia (ARIA) suite of spatial accessibility indices. The lasting legacy and continued relevance of this work in social applications of GIS is also reviewed in this paper, with reference to key examples of how social research and planning in Australia have been made both smarter and fairer through the contributions of Professor Hugo and his team. 相似文献
