One of Piers Blaikie’s most important contributions to the development of political ecology is his critique of land and resource conservation policy in the global South. In this paper I trace the development of Blaikie’s ideas about the policy relevance of political ecology, focusing particularly on the challenges posed by the introduction of poststructural social theory into the field. I begin by revisiting Blaikie’s earlier critiques of environment and development policy. This will provide the departure point to explore how his thinking on the relationship of theory and policy and of academic and development practices has evolved in subsequent writings. I have invented two personas, “early Blaikie” and “late Blaikie”, to facilitate this task. Second, I want to probe some of the challenges that late Blaikie presents for doing political ecology research, to some extent by pitting early Blaikie against late Blaikie and letting them hash it out. Third, I turn to my own and others’ research and consultation experiences as a way to examine the possibilities for reconciling theoretically driven critiques with policy relevant research.  相似文献

Despite decades of scientific research, stakeholder negotiations, and policy proposals, management of the Klamath River in southern Oregon and northern California remains hotly contested. This research examines the sociocultural dimensions of proposed removal of four Klamath River dams. Using a social constructivist approach to analyze the discourse of public comments regarding dam removal, I find commenters rely on diverse ideas of nature and divergent problem framings, contest the role of science, and draw on embedded and meaningful sociocultural narratives to legitimize their management preferences. These discourses shape the terrain upon which management actions are perceived, valued, and contested, and make management actions meaningful beyond their immediate spatial and temporal context. Dam removal on the Klamath River is far more than an ecological problem amenable to a scientific or technical approach; instead, it is a complex project shot through with the sociocultural identities, visions, and narratives of all involved.  相似文献

Overabundance of white-tailed deer is a pervasive problem across the United States. Deer are blamed for increased risk of auto accidents, tick-borne diseases, and overbrowsing of native species. Lethal management techniques, cited as cost-effective and humane, are commonly employed for herd management. However, the approach frequently sparks outrage among various stakeholders who feel killing of animals is unjustified and prefer nonlethal measures. Wildlife managers then face the challenge of communicating with the public to build policy support for lethal management. The Narrative Policy Framework was used to test the effects of differing narratives on public opinion for lethal deer management. Results indicated narratives were influential in shifting attitudes toward and support for a proposed sharpshooting policy even in some cases where respondents were already familiar with the issue and held a previous opinion. This study also supported the utility of the Narrative Policy Framework for examining human dimensions of wildlife issues.  相似文献

Climate adaptation policies are meant to reduce the negative consequences of the impacts associated with anthropogenic climate change, and in turn their success often depends on causal relationships within natural and human systems. In this paper, I examine the use of narratives about these causal relationships and explore why narratives with little basis in observation can persist in guiding policy. I examine three case studies, one concerning a narrative of climate impacts, a second concerning the relationship between household wealth and vulnerability, and the third concerning the procedures and needs of policy-makers themselves. In each case, I find that the narrative that was needed to legitimize and continue the resource flow within an existing policy process continued, despite growing empirical and model-driven evidence to suggest that the narrative may not be correct. I compare these stories with theories from sociological and evolutionary theory and suggest the importance of correcting or improving policy processes to avoid this pathology.  相似文献

This study illustrates how national immigration policy relegates undocumented immigrant children to spaces of liminal citizenship, which shape their aspirations for higher education. Recognizing the power of migrant narratives, and the importance of privileging youths’ voices through children's geographies, we present the narratives of undocumented high school students from several rural North Carolina communities. Despite various barriers facing undocumented students, most have high academic aspirations. Students construct new forms of citizenship, legitimating their claims to higher education access through their achievement. Their liminal status, however, contributes to the formation of conflicted, “in-between” identities.  相似文献

In this paper we draw on the analysis of sound in film theory in order to explore the potential that sound offers cybercartography. We first argue that the theoretical body developed in film studies is highly relevant to the study of sound/image relationships in mapmaking. We then build on this argument to develop experimental animated and interactive sound maps for the Cybercartographic Atlas of Antarctica that further explore the potential of sound for integrating emotional, cultural and political dimensions in cartography. These maps have been designed to recreate cinematic soundscapes, to provide contrapuntal perspectives on the cartographic image and to generate an aural identity of the atlas. As part of this experimental mapping, an innovative sound infrastructure is being developed to allow complex sound designs to be transmitted over the Internet as part of atlas content. Through this infrastructure the user can select as well as contribute his own sounds. The overall cartographic message is becoming less predictable, thus opening new perspectives on the way we design, interact with, and modify sounded maps over the Internet.  相似文献

An important claim for the categorisation and study of shrinking cities is that the experience of governance across these cities may offer an alternative to hegemonic discourses of growth. However, there are methodological problems associated with categorizing then researching shrinking cities. Two key problems are: first, the category hides a multiplicity of cause and effect and; second, the danger of fetishizing the city against the reality of broader urban drivers of change. It is argued that the use of governance narratives is a means to addresses this, as narratives focus us on cities as places of practice. We apply the approach to Leipzig, once shrinking but now one of Germany’s fastest growing cities. We conclude that while there was a significant attempt to articulate an alternative to growth, it remained dominant suggesting the need to develop a taxonomy of shrinking cities where not all offer an alternative vision of “development”.  相似文献

The investigation of historical maps is fundamental to understanding the dynamics of landscape changes. In this study, we propose Web GIS tools as a way to compare historical maps efficiently for knowledge production. A key impetus of this article is to contribute to the ongoing efforts to broaden the appeal of ‘mixed‐methods research’ by bridging the epistemological and methodological gaps between GIS and qualitative methodologies in knowledge production. This article proposes a new visualization method for historical landscape change analysis by comparing multiple maps simultaneously with the mash‐up of Web GIS. Based on the analysis of exterior facts represented on the maps, four developmental footprints were investigated, namely, surviving place identity, disappeared place identity replaced by new identity, waning place identity overlapped with new identity, and waning identity by disconnected spatial relationships. To this end, the study argues that Web GIS applications have more potential in spatial knowledge production than traditional desktop GIS.  相似文献

Non-profit organizations are key actors in urban and community forestry (UCF) initiatives, and sometimes city residents resist their efforts. Between 2011-2014, 24 percent of residents offered a street tree in Detroit, Michigan, USA submitted a “no-tree request.” Differing views on decision-making emerged as a main reason for resistance to tree planting. This study used interviews with city residents, and those within a non-profit organization, between 2014-2016 to understand reasons for conflict over decision-making between these groups. Heritage narratives, or selective representations of the city’s history and character, helped explain conflict over tree planting. Residents who wanted greater decision-making power in tree planting assumed they would be responsible for stewardship, reflecting their historical experiences within the city. The organization’s dominant heritage narrative emphasized that residents held misperceptions of trees based on negative past experiences, and required education on benefits of trees. Recommendations for integrating heritage narratives into UCF efforts are provided.  相似文献

This paper offers theoretically informed empirical insights into migrant children’s experiences of mobility and home. Drawing on research into the first-generation children of Polish labour migrants in Scotland, the paper explores the meanings that children attach to home and other specific places. In particular, it focuses on questions of the translocal and social nature of migrant children’s sense of place and construction of home. The spoken narratives, subjective maps and drawings analysed here reflect children’s multiple and intersecting relationships and identifications, with both their country of origin and the host country, in addition to how their notion of home is grounded in social attachments. Emphasising the continuing importance of ‘place’ in migrant children and young people’s everyday experiences, the research concludes that subjective homemaking practices are just as important as objective educational attainment and other traditional social indicators in providing an understanding of the outcomes of migrant settlement. It also suggests that there is an emerging translocal identity among some young Polish migrants, whose changing understanding of home incorporates images and emotions from both their locality of origin and their current place of residence.  相似文献
