The advanced capitalist ccuntries are undergoing an industrial devolution as remarkable as the industrial revolution of the nineteenth century. The removal of high-paying jobs through automation and geographical migration destroys the main market of the center and precipitates debt crises in newly industrialized countries of the periphery which have followed export-oriented growth policies. This results in a new, internationalized form of the crises of iate capitalism and provides a new institutional foucs for crisis in the international banks. 区域经济发展和经济结构调整的关键在于劳动力资源的合理配置。中国各省市区劳动力资源的产业和行业分布具有显著的地域差异,在空间分布上东、中、西部具有差异,西部地区的西南和西北地区也存在差别,这种规律反映了我国经济发展和产业结构高级化的区域差异。根据劳动力行业配置的区位熵排序结果,将各省市区分成4种类型:大都市型、沿海高工业化水平型、中等工业化水平型、中下等工业化水平型。这些类型具有自东向西有规律性的分布,与我国的经济发展格局和工业化水平的东西差异相应。  相似文献

This paper examines the attempt by mining management in Western Australia's Pilbara to replace mining unions—quite literally—by removing them from the processes of representation and bargaining. It analyses the way in which those unions have tried to re-place themselves, in the senses of transforming themselves in those spaces in which they were already operating and reviving themselves where they were not. Where unionists have succeeded in these engagements, it has been by working at a range of geographical scales, using the ‘power of place’ in the Pilbara and reshaping traditional geographies of union organisation. It is suggested here that many of these emergent outcomes are the result of the embeddedness of geographically specific historical structures along with new intersections of nationally and locally scaled labour politics.  相似文献

This research is grounded in notions of differential economic restructuring across employment sectors and geographic space, as well as migration selectivity by occupation. A series of unconstrained competing‐destinations models were employed to analyze the response by workers in thirteen occupational categories to sectoral employment change, average wages, and distance. As was hypothesized, workers in occupations that require high levels of education and skills are more responsive, in terms of migration, to economic opportunities in alternative labor‐market areas. However, the results do not support the hypothesis that highly educated and skilled workers migrate longer distances. Further investigation suggests that opportunities for highly educated and skilled workers may be clustering in relatively few areas that are in relatively close proximity.  相似文献

This study analyzes commuting trends in a relatively vibrant setting during the 1980s to determine (a) how labor market segmentation correlates with differences in the spatial dimensions of local labor markets, and (b) whether this link represents a direct spatial effect, independent of earnings, travel mode, and part-time work. I use 1980 and 1990 PUMS data to analyze changes in racial and gender divisions in the workforce, and I develop an estimate of work trip distance to adjust for different travel modes. For all groups except white men, employment in a job “typical” of one's gender and racial group is associated with more localized commutes, but this effect is strongly mediated by variations in earnings and part-time work. Using a covariance structure model to control for these effects, I find no independent link between segmentation and longer commutes among African Americans. Earnings and commute distances remained unchanged over the decade for African Americans, providing no evidence of a purely spatial mismatch manifest in lengthening work trips without corresponding wage gains. The spatial dimensions of an employment mismatch for inner-city minorities are concealed through the replacement of production jobs by poorly paid service work in the expanding downtown economy of a vibrant regional center.  相似文献

The objective of this paper is to examine the main changes in the metropolitan labor markets associated with economic restructuring in Mexico during the late 1980s and beginning of the 1990s. The analysis refers particularly to the four largest metropoles of the country, Mexico City, Guadalajara, Monterrey and Puebla, looking for common characteristics in their emergent employment structures now strongly differentiated in terms of rewards, stability in employment relations and conditions of access to jobs. The analysis reveals that largest metropolitan areas have been the most profoundly affected by the economic restructuring resulting from globalization, through a rapid de-industrialization and the expansion of the tertiary sector. Metropolitan labor markets in Mexico, at the time that show signs of social polarization in the formal sector, put in evidence a general process of precarization – less labor stability, replacement of permanent by part-time jobs, and increasing subcontracting –, segmentation of the labor force, and an increasing informal conditions of economic activities with small businesses and unskilled, temporarly and poorly paid jobs. The labor force segmentation and its more precarious and casual conditions are mostly explained by the impact of recent neoliberal policies, and recurrent economic crisis during the 1980s and 1990s which highly contributes to social inequality.  相似文献

The devolution and regionalisation of political and administrative structures following the election of New Labour in 1997 have changed the nature of the state and territorial development and governance in the UK. A regional and sub-national tier has opened up within the existing multi-layered governance system operating at the supra-national, national and local scales. This ‘new institutional space’ is increasingly open to the participation of social institutions--including trade unions--in economic and social governance. Drawing upon empirical analysis of the experience of the Northern Trade Union Congress (NTUC) in the North East region of England, the paper argues that the NTUC--in contrast to its national organisation--is beginning to engage with the emergent institutional structures but its role is inhibited by the centralised strategy and structure of the TUC nationally, its own need for upgrading, capacity building and greater financial resources and the interaction between the North East’s particular legacy of tripartite corporatism and the more pluralist modes of regional development governance emerging in the English regions. Unless such issues are addressed regional trade union centres--such as the NTUC--risk remaining relatively junior partners in the emergent regional governance structures.  相似文献

基于2000和2010年全国人口普查分县数据和地级行政单元数据,采用不均衡指数和空间自相关分析等方法,刻画中国高技能劳动力和一般劳动力的空间分布格局及其变化,并采用空间滞后模型,识别高技能劳动力与一般劳动力空间分布的决定因素及其变化。结果表明:① 两类劳动力总体的空间特征均为东南密集,西北稀疏;② 2000—2010年,高技能劳动力在空间分布上呈集中化的趋势,而一般劳动力呈分散化的趋势;③ 十年间高技能劳动力集聚区虹吸作用加强,其分布越发集中于沿海特大城市群,而一般劳动力集聚区回波作用加强,其分布越发均衡;④ 空间回归分析结果表明,职工平均工资、是否直辖市或省会、每万人在校高校学生、是否沿海城市、常住人口数和空间溢出效应在十年中一直都是决定高技能劳动力和一般劳动力空间分布的主要因素,而失业率、中学生师比、二氧化硫排放量和绿地率在2010年也成为影响两类劳动力空间分布的主要因素。对比两类劳动力的模型结果可得,高技能劳动力的空间分布受行政因素、高校因素和地区生活舒适度的影响更大,而一般劳动力的空间分布受劳动力市场因素的影响更大。  相似文献

随着中国人口红利逐渐消失,劳动力技能升级的问题日益突出。已有研究表明,发展中国家融入全球生产网络体系并非必定能够促进劳动力技能的升级。论文以中国大陆地区主要地级市为例,利用2005、2010、2015年的面板数据,试图分析国际贸易对各地区劳动力技能结构变动及技能升级方面的影响。结果表明:出口贸易对地区高技能劳动力就业比重具有抑制作用,表现为出口贸易对劳动力技能降级的影响;而进口贸易所产生的技术扩散效应尚未显现,进出口贸易整体影响并不显著。进一步来看,从区域产业地理格局角度,对外贸易影响了不同技能水平劳动力人群的区域间流动,使得对外贸易对劳动力技能升级的影响效果在不同的区位与城市规模特征间存在显著差异。沿海城市和大城市主要表现为进口贸易显著促进高技能劳动力就业比重进而带来地区劳动力技能升级,相对于内陆地区和小城市而言,出口贸易会带来高技能劳动力就业比重下降,地区劳动力技能呈现降级趋势。  相似文献
