Framing in geographical analysis of environmental conflicts: Theory, methodology and three case studies

When applied to environmental concerns, framing offers a rigorous conceptual and analytic approach with potentially practical significance for dealing with complex issues relevant to geography. The purpose of this article is to introduce framing concepts, typology and modes of analysis to address issues which geographers commonly treat: disputes over land ownership and uses, competition for water resources, cultural clashes over control of territory and resources and the impact of spatial patterns and structures when siting noxious sites. Framing analysis is applied to three cases of environmental conflict in Israel and, more generally, for understanding conflicts revolving around the management of human habitats in relation to the physical environment.     

Defending national linguistic territories in the European Single Market: towards more transnational geolinguistic analysis

This paper calls for more analysis of contemporary transnational linguistic movements. Geographers have hitherto focused on linguistic problems within states and paid less attention to issues that arise as languages, notably English, are used internationally across state boundaries. It does this by examining a conflict that arose when forces integrating the supranational European Single Market space came into conflict with a Member State's determination to protect the linguistic 'integrity' of its national territory. This conflict would appear to be a precursor of similar ones to come as languages increasingly compete in a linguistic market within an integrating Europe and a globalizing world.     

Assessing potential spatial and temporal conflicts in Washington's marine waters

This paper uses spatial, temporal, and use-intensity data for 27 major marine uses in Washington waters to feature a method for assessing potential use conflicts in a variety of scenarios. The study represents a first step towards quantifying potential conflicts within Washington’s Marine Spatial Planning (MSP) study area by using a cumulative analysis to highlight high- and low-use intensity areas and the novel Marine Potential Conflict Index (MPCI), which incorporates space, time, and intensity of use, to quantify pairwise potential conflicts between uses. About 10% of pairs of uses do not overlap spatially and are likely compatible with one another. Temporally, the number of uses peaks in July and August and falls during January and February. Additionally, the MPCI identified three important use types with a substantial degree of potential conflict: commercial fishing, tribal fishing, and shipping. External data were used in three cases to ground-truth the analysis, as a limited test of its utility in managing any potential conflict. This article assesses the extent of Washington’s existing marine uses along spatial, temporal, and intensity axes, and more broadly provides a straightforward way to examine potential conflicts between marine uses.     

Rescaling of Access and Property Relations in a Frontier Landscape: Insights from Jambi,Indonesia

The recent expansion of protected areas and oil palm plantations in Jambi (Sumatra), Indonesia, has been notably disruptive. This article investigates the scalar dimensions of land conflicts within a privately managed conservation area. We built on qualitative research focusing on struggles related to the formation of two informal settlements within the conservation area. Results indicate that, especially in the context of rapid rescaling (e.g., decentralization), new power constellations emerge, thereby altering preexisting property relations. We argue that competing scales of meaning and regulation are structuring the ability of actors to access land and, consequently, reflect tensions between structure and agency.     

Managing by principle: A critical analysis of the European principles of Integrated Coastal Zone Management (ICZM)

A set of eight principles is contained in the European Recommendation on Integrated Coastal Zone Management. The principles have been adopted with the minimum of critical review. The six core principles form two groups, one concerned with strategic goals and one that has a local focus. The principles are presented as a menu of free-standing options, with no prioritization either within or between groups. This can produce irreconcilable differences in strategy. The principles require clarification, prioritization of the strategic principles and recognition that they are an indivisible integrated set which should not be used to select principles to advance a particular agenda.

应用DFD(Diverse Firewall Design)方法进行防火墙规则集设计时,需使用规则集语义比较算法,判断多个规则集是否语义一致。规则冲突是导致规则集语义不一致的主要原因。因此,需要研究针对规则冲突的规则集语义比较算法。而现有算法时空复杂度较高,性能低下。文中提出了1种基于关键数据包选取映射的规则集语义比较算法(KPCM)。KPCM算法针对规则冲突选取关键数据包,并通过比较这些数据包在不同规则集中的处理动作,判断这些规则集是否语义一致。理论分析和测试表明,KPCM算法时空性能均优于现有算法。     

Land rights in conservation areas in Tanzania

Conflicts arise increasingly in Tanzania which involve claims in land located in conservation areas. These conflicts arise, in many cases, between members of the local communities and the state authorities in charge of the conservation areas. They concern customary land rights both of pastoral and of agricultural communities, a topic which also touches upon their identities. The article investigates the legal dimension of these disputes by discussing the law governing conservation areas in the wider context of land tenure legislation. Within this context, the legal framework of conservation areas is discussed from both historical and contemporary perspectives. Nature conservation must respect the needs of the local population affected. It is therefore argued that concepts of community-based conservation should be developed further to work towards the goal of integrating nature conservation and the sustainable use of natural resources. 自然保护地社区居民感知冲突的空间响应及形成机制——以西昌邛海国家湿地公园为例

以西昌邛海国家湿地公园为例,采用半结构访谈与参与式制图相结合的方法对当地居民进行调查。通过质性+空间的混合分析方法探讨了居民感知冲突的类型、空间响应分布及其形成机制,旨在为自然保护地的冲突管理提供参考,实现人地关系协调发展。结果显示：① 社区居民感知有7种冲突类型,分别为生计保障不足、活动空间压缩、政策措施缺位、情感支持弱化、日常生活不便、环境质量降低和生产经营矛盾,前5种冲突总占比达76.4%,构成了当地的主要冲突;② 冲突的空间响应是居民对冲突关注度和不满意程度的共同反映,总体上呈现出高值区相对独立、低值区连片分布的空间格局,响应水平较高的区域,具有较高的冲突显示度和管理优先等级;③ 冲突的空间响应是多因素共同作用的复杂现象,其中旅游开发程度和生计策略的影响较大,交通出行管理、居住区类型、土地利用类型和房屋修建管理的影响也不容忽视,总体反映了邛海生态建设、旅游开发、政策与制度安排、社会经济等基本情况,分别为冲突响应提供了原始动力、外部推动力、结构性动力和社会性动力。     

不均衡的跨国人口流动：对美墨移民历程与政策的思考

美国是全球最大的移民接收国,墨西哥是美国最大的移民来源国,特殊的地缘关系和巨大的发展差距使众多墨西哥人移民美国。墨裔移民为美国提供了充足的劳动力,在美墨边境地区,移民集聚带动了两国边境地区的发展。但族裔矛盾始终是美国主要社会问题之一,特别是“9·11”事件后,少数族裔和非法移民问题加剧美国社会分裂和对立,成为美国国内政治博弈的焦点。基于区域地缘关系的视角来看,美国与墨西哥之间长期不对等的国际关系决定了跨国移民的流入状态和生存境遇,也是美国族群矛盾的主要原因之一。移民问题政治化将持续强化墨裔移民政策的不确定性,使移民个人与家庭面临更大的融入困难。
