BORDER PORT MANZHOULh URBAN FUNCTION AND SPACE DEVELOPMENT

Manzhouli is the largest land port city on the Sino-Russia border, transit cargo through the land port amount-ed to 5.95 million tons, transit tourists were 304 500 in 2000. It stands at the joint place of China, Mongolia and Russi-a, faces to Siberia area of Russia, receives direct support from the Northeast China and Bohai Sea Rim Area, and possess-es priorities in geographical location, land port infrastructure, water resources, coal resources, tourist resources andgreat potentiality in economic cooperation with Russia. The future urban function is a key port on the First Eurasia Continen-tal Bridge. Manzhouli Port will keep its first place between China and Russia land transport, and it is forecasted that thetransit amount through Manzhouli Port will go up to 10 million tons in 2005 and 20 million tons in 2010. It will be construct-ed to be a trade center of the peripheral area extending to Russia and Mongolia, a key export-oriented processing industri-al zone supported by industries such as export processing industries, export agriculture, trade services, technology trad-ing and the other service industries. It keeps being a well-known touring city for trade, shopping, sightseeing, vocation,local food, recreation and cultural events. To build Manzhouli Export Processing Industry Zone will improve city econom-ic structure, and the main sectors are organic food processing, livestock products processing, garment and furniture indus-try. Moreover, Manzhouli Export Processing Industry Zone will eventually be upgraded to be a border free trade zone.The city functional transition will inevitably affect urban spatial restructure and its expansion. The city space transforma-tion will develop as such: one development axis of No. 301 highway paralleling with Bin - Zhou(Harbin - Manzhouli) rail-way which cuts through central part of Manzhouli City, and links Zhalainuocr District with central city; three urban unitsincluding central city, Zhalainuocr District and Manzhouli Interchange Trade Zone; cohesion with Aoerjin and Cuogangpastures; regional dual-nuclei structure of Hailaer City and Manhzouli City; and the Manzhouli-Zabaykalsk Free TradeZone.     

济宁市嘉祥县石灰岩矿山地质环境评价与治理

在对嘉祥县石灰岩矿进行地质灾害危险性评估、矿山环境地质问题评价的基础上,建立了一套评价体系,其中地质灾害危险性评估分为2个评价指标,矿山环境地质问题评价分为2种要素3个指标,同时将矿山恢复治理难易程度也作为一个评价因子。评价过程中对各指标危害性大、中、小程度均单独赋值,然后将各指标的分值进行叠加,确定出矿山环境地质问题的等级,将概划出的13个评价单元分为极差、差、一般3个区。提出了强化矿山管理、植树造林、科学避让、修建拦水坝等保护与治理措施及建议。     

Wavelet Analysis of Space Solar Telescope Images

The scientific satellite SST (Space Solar Telescope) is an important research project strongly supported by the Chinese Academy of Sciences. Every day, SST acquires 50 GB of data (after processing) but only 10GB can be transmitted to the ground because of limited time of satellite passage and limited channel volume. Therefore, the data must be compressed before transmission. Wavelets analysis is a new technique developed over the last 10 years, with great potential of application. We start with a brief introduction to the essential principles of wavelet analysis, and then describe the main idea of embedded zerotree wavelet coding, used for compressing the SST images. The results show that this coding is adequate for the job.     

Real-time difference imaging analysis of MOA Galactic bulge observations during 2000

We describe observations carried out by the MOA group of the Galactic bulge during 2000 that were designed to detect efficiently gravitational microlensing of faint stars in which the magnification is high and/or of short duration. These events are particularly useful for studies of extrasolar planets and faint stars. Approximately 17 deg² were monitored at a sampling rate of up to six times per night. The images were analysed in real time using a difference imaging technique. 20 microlensing candidates were detected, of which eight were alerted to the microlensing community whilst in progress. Approximately half of the candidates had high magnifications (≳10), at least one had very high magnification (≳50), and one exhibited a clear parallax effect. The details of these events are reported here, together with details of the on-line difference imaging technique. Some nova-like events were also observed and these are described, together with one asteroid.     

NORTHERN AND SOUTHERN HEMISPHERIC POLAR LOWS——A COMPARATIVE STUDY

Northern Hemispheric“polar lows”,i.e.maritime,small,but fairly intense cyclonic systems have been studied formore than two decades.Recently researchers have turned their attention towards the occurrence of polar lows and othersmall-scale cyclonic disturbances on the Southern Hemisphere.In this paper a short account of our present knowledgeof Northern Hemispheric polar lows will be given,followed by some preliminary results of an investigation of the natureand occurrence of polar lows on the Southern Hemisphere.     

Particle-mesh simulations of the Lyα forest

We have analysed short-exposure high-resolution images obtained on the William Herschel Telescope (WHT), Big Telescope Azimuthal (BTA) and CanadaFranceHawaii Telescope (CFHT) in order to investigate mechanical vibrations that are capable of reducing the high angular resolution allowed by speckle-interferometric methods. After filtering the photon noise we have computed power spectra of the image centres of gravity. In these spectra we have found vibration features that differ from one telescope to another and that vary in particular with the zenith angle. In the case of the WHT we discuss these results in terms of possible causes and in terms of degradation of the transfer function. We present some means to improve the data.     

临沂市开展集体建设用地使用权流转的几点思考

结合临沂市几年来开展集体建设用地使用权流转的实践和探索,对开展集体建设用地使用权流转的背景、概念及范围进行了论述。认为在计划经济条件下形成的农民集体所有建设用地使用权不能流转的制度已与当前农村经济,特别是小城镇的建设发展严重不适应,允许集体建设用地使用权流转已势在必行。开展集体建设用地使用权流转对保护土地所有者和失地农民的权益,推动小城镇建设健康发展,规范土地市场具有重要意义。
